【摘要】:1.1Thisguidecoversmethodsforselectionandapplicationofcoalcombustionproducts(CCPs)foruseinthechemicalstabilizationoftraceelementsinwastesandwastewater.Theseelementsinclude,butarenotlimitedto,arsenic,barium,boron,cadmium,chromium,cobalt,lead,molybdenum,nickel,selenium,vanadium,andzinc.Chemicalstabilizationmaybeaccompaniedbysolidificationofthewastetreated.Solidificationisnotarequirementforthestabilizationofmanytraceelements,butdoesofferadvantagesinwastehandlingandinreducedpermeabilityofthestabilizedwaste.1.1.1Solidificationisanimportantfactorintreatmentofwastesandespeciallywastewaters.Solidification/Stabilization(S/S)technologyisoftenusedtotreatwastescontainingfreeliquids.ThisguideaddressestheuseofCCPsasastabilizingagentwithouttheadditionofothermaterials;however,stabilizationorchemicalfixationmayalsobeachievedbyusingcombinationsofCCPsandotherproductssuchaslime,limekilndust,cementkilndust,cement,andothers.CCPsusedaloneorincombinationwithotherreagentspromotestabilizationofmanyinorganicconstituentsthroughavarietyofmechanisms.Thesemechanismsincludeprecipitationascarbonates,silicates,sulfates,andsoforth;microencapsulationofthewasteparticlesthroughpozzolanicreactions;formationofmetalprecipitates;andformationofhydratedphases().Long-termperformanceofthestabilizedwasteisanissuethatmustbeaddressedinconsideringanyS/Stechnology.Inthisguide,severaltestsarerecommendedtoaidinevaluatingthelong-termperformanceofthestabilizedwastes.1.2TheCCPsthataresuitedtothisapplicationincludeflyash,spentdryscrubbersorbents,andcertainadvancedsulfurcontrolby-productsfromprocessessuchasductinjectionandfluidized-bedcombustion(FBC).1.3Thewastesorwastewater,orboth,containingtheproblematicinorganicspecieswilllikelybehighlyvariable,sothechemicalcharacteristicsofthewasteorwastewatertobetreatedmustbedeterminedandconsideredintheselectionandapplicationofanystabilizingagent,includingCCPs.Inanywastestabilizationprocess,laboratory-scaletestsforcompatibilitybetweenthecandidatewasteorwastewaterforstabilizationwithoneormoreselectedCCPsandfinalwastestabilityarerecommendedpriortofull-scaleapplicationofthestabilizingagent.1.4Thisguidedoesnotintendtorecommendfull-scaleprocessesorproceduresforwastestabilization.Full-scaleprocessesshouldbedesignedandcarriedoutbyqualifiedscientists,engineers,andenvironmentalprofessionals.Itisrecommendedthatstabilizedmaterialsgeneratedatthefull-scalestabilizationsitebesubjectedtotestingtoverifylaboratorytestresults.1.5TheutilizationofCCPsunderthisguideisacomponentofapollutionpreventionprogram;GuideE1609describespollutionpreventionactivitiesinmoredetail.UtilizationofCCPsinthismannerconservesland,naturalresources,andenergy.1.6ThisguideappliesonlytoCCPsproducedprimarilyfromthecombustionofcoal.Itdoesnotapplytoashorothercombustionproductsderivedfromtheburningofwaste;municipal,industrial,orcommercialgarbage;sewagesludgeorotherrefuse,orboth;derivedfuels;woodwasteproducts;ricehulls;agriculturalwaste;orothernoncoalfuels.1.7RegulationsgoverningtheuseofCCPsvarybystate.Theuserofthisguidehastheresponsibilitytodetermineandcomplywithapplicableregulations.1.8Itisrecommendedthatworkperformedunderthisguidebedesignedandcarriedoutbyqualifiedscientists,engineers,andenvironmentalprofessionals.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablish......
